What Huawei’s Horinger data center reveals about China’s compute gap
This analysis provides concrete empirical evidence of how US export controls and domestic chip efficiency gaps constrain China's frontier AI compute capacity despite its abundant energy and rapid infrastructure buildout.
What happened
An investigation by Epoch AI using satellite imagery and public sources estimates that Huawei's Horinger AI data center in Inner Mongolia has up to 286 megawatts of IT power capacity and roughly 81,000 H100-equivalents of compute using domestic Ascend 910C and 910B chips. Despite being one of China's largest AI facilities, lower chip production volumes and a 2.5x energy-efficiency disadvantage compared to Nvidia's B200/B300 chips leave it with about 7% of the computing capacity of the world's largest AI data center, Colossus 2 in Tennessee.
